Code of Conduct for Standard Working Group
1. Strict Intellectual Property Protection System
- Ensure that contributors receive proper attribution for the standards. Contributors can be credited under their individual identity, organizational identity, or a combination of both.
2. Public Welfare Principle
- The establishment and attribution of standards are free of charge for individuals and organizations. However, participants are required to register for relevant standard-related meetings, engage in in-person discussions, and make substantial contributions to the development and implementation of the standards.
3. Inclusiveness and Openness Principle
- The development of standards is open to all organizations, with no barriers to participation. Diverse viewpoints are encouraged, and individuals with differing opinions are welcomed to join the working group.
4. Open Source Principle
- The results produced by the working group will be open-sourced.
5. Incentive for Participation Principle
- To encourage the participation of remote areas and small-scale business in standard development, each standard seminar will provide a certain number of free registration slots and travel grants. Participants need to apply, explaining their potential contributions and the impact on the principles of inclusiveness and openness.
6. Encouragement of Sponsorship from Relevant Organizations
- Providing sponsorship is considered a substantial contribution to the development of the standards.
7. Working Language in Chinese and English
- When Chinese is used as the working language, an English translation must be submitted to facilitate dissemination within the international community.
Rules of Procedure for Standard Working Group
1. The domain or sub-domain convenor must attend the meeting.
2. On the second day of the conference, the focus will be on standard discussions, with topics determined by the general convenor or sub-convenor.
- First round: Each speaker has a maximum of 5 minutes for their speech to ensure sufficient representation.
- Second round: Some representatives will be invited to give focused speeches (selected by the convenor), with each speaker having a maximum of 10 minutes.
- Third round: Representatives are encouraged to speak more freely, with each having a maximum of 5 minutes.
- Fourth round: Some representatives will again be invited for focused speeches (selected by the convenor), with each speaker having a maximum of 10 minutes. This cycle will continue until a concrete action plan is formed or consensus is reached.
3. To ensure representativeness and diversity, independently established sub-domains must have at least 5 institutional representatives attending the meeting. If this requirement is not met, the proposal will be considered pending, with a validity period of one year.
4. To ensure the efficiency of the meeting, each representative can only represent one organization or individual in the standard development work of a single sub-domain.
5. A single organization may have multiple representatives participating in the standard development work of different sub-domains.
6. Each domain will appoint multiple secretaries to assist with full recording of the proceedings and prepare bilingual (Chinese and English) documentation. After review by the general convenor, the documentation will be made publicly available on the BenchCouncil official website.
7. BenchCouncil will issue certificates of participation in the standard working group to both organizations and individuals, with a validity period of two years.
